Inclusivity lies at the core of democracy and its underpinning principle of equal participation for all. The principle foundation of democracy is that all who are affected by a decision should have the right to participate in making that decision, either directly or through chosen their representatives. Thus, to exclude any individual or societal group from participation in decision-making is tantamount to a violating the primary meaning of democracy.

One of the most pressing issues threatening democracies today is the issue of cybersecurity. International IDEA will hold a two-day roundtable on “Inter-agency collaboration on cybersecurity in elections” in The Hague on 27-28 November 2018.

On 4 October, International IDEA will co-organize an international roundtable in Kiev on “Parliamentary immunity and indemnity. Amendments to the Constitution”. The debate will focus on the restriction of parliamentary immunity for Ukrainian MPs. The main purpose of the discussion is to examine  the positions of parliamentary factions about the immunity of MPs and to discuss whether to limit parliamentary immunity.
