The world is witnessing an unprecedented rise in the number of refugees and asylum seekers, with the global refugee population reaching an estimated 22.5 million in 2017 compared to 10.4 million in 2011. Refugees potentially impact politics in both their host and origin countries, as they often maintain strong transnational links with their homelands, while at the same time, they become part of the host society.

Today, more people than ever before live in countries other than their country of origin.  In 2015, alone, the number of migrants reached 244 million and the number of refugees reached nearly 19.5 million.  While the distinctions between migrant and refugee may differ based on cause and circumstances that led people to leave for different destinations, it is important to recognize that many migrants and refugees face similar challenges when it comes to political and human rights.

Governments, intergovernmental organizations and civil society actors around the world are increasingly grappling with the corrosive effects of organized crime over the health of democratic insitituions, most notably elections, political parties and local administrations. This corrupt influence further undermiines citizen trust in political institutions and fuels instability in all regions. 

International IDEA is pleased to invite you to the launch of the report “Political Participation of Refugees: Bridging the Gaps” in Tunis, followed by a panel of experts and practitioners who will discuss the challenges and good practices with regards to refugees’ formal and non-formal political participation in host countries, as well as refugees' role in peace and democracy-building in their origin countries.

While it is impossible to contain all electoal risks, systematic risk management efforts undertaken by electoral management bodies (EMBs) may help in preventing many risks from materializing, as well as assisting EMBs to take more effective actions to mitigate any consequences of negative occurrences.
