The current Covid-19 pandemic has brought a sharper relief to issues attendant to Women’s Political Participation in Africa.  The pandemic’s effects are being felt across the spectrum of the key areas of democracy foci for International IDEA that form the basis for the WPP consortium: constitution, elections, and political participation and empowerment.  

Electoral Management Bodies facing COVID-19 challenges : Experiences from Africa and West Asia

The call for accelerating action and implementing transformative pathways on the 2030 Agenda is confronted with the challenges posed by the COVID-19 pandemic. Both the governmental and multilateral responses to the crisis and the post-COVID-19 recovery initiatives will impact on the implementation of the 2030 Agenda.

The pandemic threat to democracy

The COVID-19 pandemic is not just a global public health crisis. It has huge implications for democracies and fundamental rights around the world. Some governments are restricting civil liberties, discriminating in enforcement of pandemic-related measures, limiting parliamentary and civic oversight, and exploiting opportunities for executive aggrandizement in the name of fighting the pandemic.

As the COVID-19 crisis takes a devastating toll on lives and livelihoods across the continent, its effects on the democratic development of African countries becomes fundamental. While much attention has been paid to the question of its consequences for democratic and electoral processes, its impact on constitutionalism and the rule of law in these states has received relatively less attention.

The briefing will focus on the implications of COVID-19 for democracy and the role of multilateralism in strengthening effective governance responses, with respect to both short-term crisis management and the implementation of rights-based approaches to medium- and long-term recovery action. It will provide a space for analysing current trends in multilateral responses and recommendations on how to integrate a democratic governance perspective in international action.

The COVID-19 pandemic has exacerbated the fragile socio-economic situation in the Horn of Africa and has compounded existing and/or created new challenges to democratisation in the region. It has also arrived at a time when four of the six countries in the region are in a protracted security and political transition process.

With 23 national elections scheduled in 22 countries, the African election calendar is busy in 2020. Four of these elections have already taken place in the first quarter of the year, before COVID-19 cases were reported in Africa. Apart from Ethiopia, no other African country has yet postponed scheduled national elections because of the pandemic. Burundi, Guinea and Mali held elections amidst the pandemic.

Fiji of the South Pacific has successfully contained the COVID-19 outbreak without any deaths recorded to date. The Minister for Health and Medical Services, Dr Ifereimi Waqainabete will make a presentation on the ministry’s approach used in containing the COVID-19 outbreak, and also talk about the strategies being developed for possible future outbreaks. 

As COVID-19 crisis worsens, its effects on democratic development of African countries become a key issue and priority. Much attention has been paid to the question of its consequences on electoral processes, as well as on constitutionalism and the rule of law. Its impact on Transitional Justice and Social Cohesion (re)construction Processes in these States has received relatively less attention.
