As the COVID-19 crisis worsens, its effects on the democratic development of African countries become one of the main priorities. Much attention has been paid to the question of its consequences for electoral processes. Its impact on constitutionalism and the rule of law in these states has not really been questioned. Much less attention has focused on French and Lusophone-speaking countries in Central and West Africa.
The outbreak of the Coronavirus is placing greater strain on democracy and the rule of law.
The Republic of Korea conducted major parliamentary elections on 15 April 2020 in the midst of the COVID-19 pandemic. According to International IDEA's data, more than 70 countries have so far postponed their elections. While the end of the pandemic is not yet in sight, countries are having to start thinking of contingency measures should their elections can no longer be postponed while the pandemic is not yet over.

Background: The SDG16 Data Initiative (DI) was launched in July 2016 by a consortium of partner organizations that seeks to support the open and holistic tracking of the commitments made by all 193 UN Member States captured in SDG16+. Armenia’s parliament is currently developing a package of proposals to reform several aspects of its electoral process. One area of focus is the current system of out-of-country voting (OCV), which provides the opportunity for diplomatic and military personnel posted outside the country to cast their ballots online in national elections and referenda.
