The coronavirus pandemic continues to have a profound impact on both governance priorities and democratic processes. Parliaments around the world are looking at if and how innovations they have adopted to continue functioning during the pandemic will be integrated into the ‘new normal’ of parliamentary work. Can innovations such as virtual parliaments strengthen engagement with citizens? Can governments be effectively held to account through online questioning?

The COVID-19 pandemic threatens more than the lives and the livelihoods of people throughout the world.

The global pandemic has highlighted the resilience of our democratic institutions, the universal desire for fundamental freedoms, and the necessity of multilateralism.  

Yet the crisis has also shed light on the ease with which restrictions can be imposed on democratic checks and balances, civic participation, and human rights, and it has exposed challenges for cooperation in times of need.  

“The COVID-19 pandemic threatens more than the lives and the livelihoods of people throughout the world. It is also a political crisis that threatens the future of liberal democracy. It represents a formidable global challenge to democracy. Authoritarians around the world see the crisis as a new political battleground in their fight to stigmatize democracy as feeble and reverse its dramatic gains of the past few decades.

Since 1996 the Annual CAF Conference has brought together more than 1,000 world leaders to converse about the most important developments facing the Americas.

Malawi held fresh Presidential elections following a Constitutional Court order of the 3rd of February 2020 that nullified the Presidential election that had been held on the 21st of May 2019, which decision was upheld by the Supreme Court of Appeal on the 8th of May 2020. A new Commission was appointed on the 7^th of June 2020, and conducted the fresh presidential election on the 23rd of June 2020. 

The purpose of the webinar, organized by International IDEA Africa and West Asia Programme, is to create a virtual platform for dialogue and experience-sharing on how parliamentary democracy can be preserved and how parliaments can take the lead in ensuring oversight of the extended emergency powers of the Executive, and be the true reflection of citizens’ voices on matters pertaining to the handling of the pandemic in their countries.

Hence, the future of representation is an imperative for the future of democracy, because representation is the main system of the processes and institutions to support, advance and attain the goals on democracy.

Elections during pandemic worried many parties, including South Korea, which was considered successful in holding elections amid the pandemic on 15 April 2020. At that time, the election organizers were concerned over voter turnout on polling day. To ensure a sense of security from Coronavirus disease 2019 (COVID-19), the election was held with a strict COVID-19 protocol, which impacted on the swelling of the election costs nearly doubled.
