Mobile voting can broadly be defined as a form of voting where members of the election administration visit a voter either at home or at an institution in which they reside with a mobile ballot box to facilitate their vote. Opportunities for early voting have increasingly been adopted by countries in Europe. Early voting allows a voter to cast her/his ballot in-person ahead of the main and the last voting day. Thus, unlike in other Special Voting Arrangements (SVAs), voting is still conducted in a controlled environment. While the method broadens the opportunity to vote, it adds complexity to the tasks of electoral management bodies (EMBs) who need to ensure that votes are cast and counted properly.
The youth in the Philippines are active in informal forms of political participation such as volunteerism, student activism and social media campaigns. However, there is lack of formal and civic education to prepare them for effective participation in these platforms.

Forms of special voting arrangements (SVAs) conventionally include early, postal, online, proxy voting and use of mobile ballot boxes. Some of these SVAs involve voting within supervised voting stations and some enable voting without/outside polling stations.
Posting voting is a well-established special voting arrangement (SVA) in many countries. It is generally facilitated by sending a voter a blank ballot paper through the national postal service.
