According to the Global State of Democracy, Guatemala is experiencing stagnation in the areas of rights and representation, as well as a slight decline in the rule of law and citizen participation. Despite this, there is also an active citizenry that rises in critical moments to defend democracy and the vote.

In an effort to promote democracy and gender equality, IDEA International, the Electoral Tribunal's Office for Gender Equality, the Association of Women Parliamentarians and Former Parliamentarians of the Republic of Panama (APARLEXPA), and the National Forum of Women in Political Parties (FONAMUPP) organized the workshop-discussion “Women's Political Participation and Digital Violence.”
After a sustained process of dialogue and consultation, International IDEA will submit recommendations to the National Assembly for improvements in governance and citizen participation in the Ngäbe Buglé region of Panama.

Democracy and Electoral Assistance (International IDEA)

Preamble
Mexico has experienced a consistent rise in temperatures since 2015, with 2024—the year of general elections—recording the highest on record. Despite the numerous hazards associated with climate change and the immense
administrative challenges, the National Electoral Institute succeeded in installing 99.85 per cent of polling stations, with no significant incidents reported on election day, 2 June.
In 2023, International IDEA and the Australian Election Commission partnered to host a series of virtual seminars aimed at bringing together electoral practitioners from around the world to discuss topics relating to electoral integrity. These seminars were designed to stimulate discussion and exchanges on key themes underpinning public trust in elections, such as operational integrity, security of the process and the information environment around elections.
International IDEA and the Tribunal Electoral (TE), Panama, jointly organized a ‘Protecting Elections Capacity Development Workshop’ in Panama City, Panama, from 29 to 30 April 2025. The workshop is part of a global project funded by the Government of Canada.
Since the Stockholm Founding Conference in 1995, International IDEA has worked to deliver policy-relevant knowledge, capacity development, advocacy and dialogue facilitation to advance and protect sustainable democracy globally.
The Ngäbe Buglé region is marked by migration. It is the most populated and largest region in Panama, but it also has the highest poverty levels—87.2 percent, compared to the national average of 21.7 percent. Forced to seek employment opportunities outside their communities, migration becomes a common option.
On 26-27 March 2025, the second workshop of the “Protecting Electoral Processes in the Information Environment” project funded by the German Federal Foreign Office (FFO) and implemented by International IDEA was held in Bogota, Colombia.
International IDEA and the office of Congressman Roberto Archibold organized the workshop “Exchange of knowledge on governance and implementation of Law 10” with the objective of discussing the strengthening of governance, as well as the improvement of citizen participation, including that of women, in the Ngäbe Buglé comarca.
On 26 March 2025, the Regional Director for Latin America and the Caribbean, Dr Marcela Rios Tobar, held a bilateral meeting with the Minister of Foreign Affairs of Panama, H.E. Javier Martinez-Acha, to express the Institute’s appreciation to the Republic of Panama for hosting IDEA’s Regional Office, and for the ongoing support and engagement of the country as a valued Member States since 2018.
These are times in which the so-called affective polarization has become an integral component of the public discourse. The denial of the voice of the other in the public sphere, the political position as a polarizing divide, and the inability to identify minimum common ground appear to have become the prevailing norm of democracy.
