The regulatory landscape surrounding Artificial Intelligence (AI) in Latin America is evolving rapidly, and with it, the role of AI in elections is also changing. The issues of AI-amplified disinformation and political polarization have become top priorities throughout the electoral cycle. However, addressing these challenges is placing an immense strain on governments and electoral institutions across the region.

This study analyses Peru’s increasing vulnerability to extreme natural phenomena and its efforts in response, specifically regarding elections. Highlighted by the World Risk Report 2024, Peru ranks 11th globally in terms of disaster risk, with structural vulnerabilities exacerbated by climate change.
Democracies worldwide are increasingly vulnerable to mis/disinformation, online manipulation, and influencing practices that threaten public trust in electoral processes. As part of the Protecting Electoral Processes in the Information Environment project, International IDEA convened a two-day implementation workshop in Bogotá to support Colombian electoral stakeholders in addressing such challenges.
On 26 August 2025, International IDEA, in partnership with the Electoral Tribunal of Panama, hosted a one-day Technical and Advisory Support Event in Panama City as part of the Protecting Elections project, funded by the Government of Canada. The event was the third under the Protecting Elections umbrella in Panama and brought together more than 30 participants, including representatives from the Tribunal, the Electoral Prosecutor General's Office, other key state agencies, academia and civil society organizations. The discussions centered on identifying and mitigating risks of fraud and corruption, with special attention to political and campaign financing.

This policy paper examines the impact of artificial intelligence (AI) on information integrity in electoral contexts across Latin America. Drawing on case studies from Brazil’s and Mexico’s 2024 elections, it analyses how AI tools are used to create, curate and moderate political content online, with particular attention to their effects on marginalized groups such as women, Indigenous communities and LGBTQIA+ individuals.
With a commitment to strengthening democracy and advancing gender equality, the ATENEA initiative, formed by the International Institute for Democracy and Electoral Assistance (International IDEA), the United Nations Development Programme (UNDP), and UN Women, with support from the Spanish Agency for International Development Cooperation (AECID), organized the Regional Dialogue “Strengthening Democracy and Gender Equality for the Prosperity and Well-being of the Region: Towards the Update of the ATENEA Political Parity Index.”
