Governance in states that combine different levels of government is often more complex than in other types of state and, at the same time, it offers a greater possibility of democratic exercise in decision making. How to express this relationship between State complexity and greater democracy in the adoption of public policies in order to guarantee the protection of citizens' rights?

Dr Daniel Zovatto, Regional Director of International IDEA Latin America and Caribbean region hosted a working meeting with the Ambassador of Peru Hon. Mr Jorge Valdez and Mr Sergio Bitar, member of the Advisory Board of International IDEA, ahead of the presentation of International IDEA to its Member States accredited to Chile.

International IDEA in Peru provides technical assistance to caucuses in Congress to evaluate the first year of parliamentary management.

The Congress of the Republic of Peru is laying the ground for a comprehensive electoral reform process, a major step forward for the country’s democracy and citizens. For the past months, International IDEA has been participating in the debate taking place under the Constitutional Committee, including by providing technical assistance through a team of experts, who helped develop the reform proposals that later became a draft Electoral Bill.

International IDEA provides support to the policy debate for addressing gender inequality and political violence against women in Bolivia, which has led to formulation of policies to address the issues of violence against women at sub-national levels.

This is what a participant expressed about the three oratory training sessions organized by International IDEA from 23 to 30 May 2017 at Côte des Arcadins in Haiti. In total, 27 Haitian female leaders, mostly mayors and parliamentarians benefited from this important seminar.

International IDEA participated along with electoral justice authorities of several countries, the UNDP, the OAS and IFES in a meeting of the founding members of the World Network of Electoral Justice in Mexico on 9 May 2017. The Network, which will be formally launched in November 2017, will be a platform for dialogue and knowledge sharing among electoral justice organs around the world, with the aim of strengthening electoral justice and the protection of electoral and political rights of citizens.

The efforts of Paraguayan President Horacio Cartes to reform the Constitution, to authorize immediate re-election so that he could aspire to a second consecutive term, have recently provoked a serious political crisis that has yet to subside completely, despite the recent announcement (last April 17), express and in writing, in which Cartes stated that he will not be a presidential candidate for the 2018-2023 term.

International IDEA’s Regional Director for Latin America and the Caribbean, Daniel Zovatto, participated as keynote speaker at the forum “In the road to peace – Political dialogue for democratic opening” held in Cartagena, Colombia, on 24-25 March 2017, where the Special Electoral Mission presented its proposals for political reform in Colombia.

El Director Regional para América Latina y el Caribe de IDEA Internacional, Daniel Zovatto, participó como panelista en la sesión “Combatiendo la corrupción: el camino hacia adelante”, que tuvo lugar el 7 de abril de 2017 en el Foro Económico Mundial sobre América Latina, en Buenos Aires, Argentina.

Los intentos del presidente paraguayo Horacio Cartes de reformar la Constitución para habilitar la relección inmediata y poder aspirar a un segundo periodo consecutivo provocaron hace poco una grave crisis política que aun no ha desaparecido por completo, pese a la reciente renuncia (el 17 de abril pasado), expresa y por escrito, del propio Cartes a ser candidato presidencial para el periodo 2018-2023.

El Director Regional de IDEA Internacional para América Latina y el Caribe, Daniel Zovatto, participó como comentarista principal en el foro “En la Ruta de la Paz – Diálogos políticos para la apertura democrática”, que se desarrolló en Cartagena, Colombia, los días 24 y 25 de marzo de 2017 y en el que se presentaron las propuestas de la Misión Electoral Especial para avanzar en una reforma política en Colombia.
