Having just passed the midway point of 2019, now is an opportune moment to take stock of Latin America. These first eight months confirm that it has been an economically mediocre, socially tense, electorally intense, politically polarized, and increasingly complex year in terms of governability.

International IDEA published the Agenda of Proposals for Public Politics (APPP) in 2018, a vision for national development in Bolivia guided by the issues that challenge and motivate the younger generations. The Agenda was crafted with the support of over 200 youth organizations across the country, and it contains 42 proposals.

International IDEA and the UNDP created an important forum on 3 June 2019 for discussing gender quotas in Chile by holding the seminar “Law on gender quotas in the elections for regional governors and council members, mayors, and local council members.” The event was held in the Reading Room of the Chamber of Deputies in the former National Congress.

Any election entails risks, the challenge lies in how to confront and overcome such risks, even before threats turn into concrete facts. Under this premise International IDEA has developed an Electoral Risk Management Tool (ERMTool). The ERMTool has been designed in order to help user organizations attain a better understanding of electoral risks, develop awareness of the situation and make well informed, conflict sensitive decisions.

A seminar on the Argentine Elections was held on 11 March 2019 at the headquarters of the Argentine Council for International Relations (CARI, for its Spanish acronym), in the city of Buenos Aires, Argentina. The event was organized by the National Electoral Chamber, the Wilson Center, The Annenberg Foundation, CARI and International IDEA, represented by its Regional Director for Latin America and the Caribbean, Dr Daniel Zovatto.
Women around the world make up over half of the total population, but their numbers in decision-making positions are yet to reach equality with men. Paraguay is no exception. In recent years the number of female candidates at all levels is on the rise but results from last year’s General Elections show a relative stagnation in the number of women elected to office. Presently all 17 governors are men, and there was only one female governor in the previous administration.
