The prevailing view is that with primarily human-generated content, democracy has suffered widespread erosion due to the proliferation of misinformation and the manipulation of specific narratives that enhance polarization. The International Institute for Democracy and Electoral Assistance (International IDEA) and Switzerland announced today a four-year, 3.3-million- euro (3.5 million CHF) agreement to support International IDEA’s democracy efforts. 

When elections go wrong, they can contribute to political crises that undermine democratic processes and institutions, trigger violent conflicts and instability, and harm governments’ domestic and international legitimacy. Therefore, calls to protect electoral integrity against manipulation from autocratic figures, malicious foreign interferences, negative impacts from natural hazards, and technical and human errors are ever increasing.

Whether decentralization, and particularly devolution and federalism, is advantageous or disadvantageous for women is a long-debated issue. The effectiveness of decentralization in promoting gender equality depends on how the system is designed, the quality of implementation planning and the adequacy of resources.

Democracy is on trial in the climate crisis. It is charged with having failed to prevent dangerous climate change. To its critics, the very same features of democracy praised as its defining virtues—popular sovereignty, the accountability and responsiveness of elected officials, public debate and deliberation—are handicaps that impede effective climate action. However, this trial is not over and it would not be safe to deliver a verdict at this stage.

Training is an investment in the ability of the electoral management body (EMB) ability to perform its primary task, administering an electoral contest. Building the EMB workforce’s capacities reinforces and inculcates electoral administration values and principles, those of integrity, impartiality, transparency, efficiency, sustainability and service-mindedness.

The strength of the Internet lies in its original design, which in some ways mirrors democratic ideas. As with the separation of powers in a true democratic state, the architecture of the Internet has no centre of control and allows power to flow from the bottom up and even from the margins, rather than always from above.

Key takeaway: Digital tools can be applied to and leveraged in many areas of democratic governance such as inclusion, participation, transparency, accountability, decision-making, and innovation to positively impact democracy.

Constitution-making is often integral to achieving a new political settlement after conflict and in fragile settings. However, the process fails with relative frequency, in that actors cannot agree on a new text or the finalized text is not approved or ratified. While failure may be temporary—the process may resume after a period of time—it can also be costly.
