ESTOCOLMO — El 21 de noviembre, IDEA Internacional recibió al presidente Rho Tae-ak y a una delegación de alto nivel de la Comisión Electoral Nacional de la República de Corea (CNE) en su sede en Estocolmo para la firma de un Memorando de Entendimiento (MdE) renovado, reafirmando una colaboración de larga data centrada en el fortalecimiento de las instituciones democráticas y la integridad electoral en todo el mundo.

STOCKHOLM — On 21 November, International IDEA welcomed Chairperson Rho Tae-ak and a senior delegation from the National Election Commission of the Republic of Korea (NEC) to its headquarters in Stockholm for the signing of a renewed Memorandum of Understanding (MoU), reaffirming a long-standing partnership focused on strengthening democratic institutions and electoral integrity worldwide.

This primer guides the design of constitutional provisions relating to the roles, rights and regulation of political parties in a democracy. It covers the prohibition of anti-democratic parties, internal party democracy, party funding, registration, organization of caucuses and enforcement of party discipline through ‘anti-defection’ provisions.

In a landmark ruling on 29 August 2024, the Constitutional Court of Korea declared parts of the Carbon Neutrality Act unconstitutional, marking a significant development in global climate litigation. The Court ruled that the Act failed to set greenhouse gas (GHG) reduction targets beyond 2030, effectively passing the burden of climate action to future generations. This decision is groundbreaking as it is the first time climate change has been recognised as a constitutional rights issue in the Republic of Korea, and the rights of future generations have been explicitly acknowledged.

The third Summit for Democracy will take place from 18 to 20 March 2024 in Seoul, the Republic of Korea. International IDEA is contributing to the third Summit through its role as a Platform for Engagement with Civil Society, as an organizer of Summit activities, and as co-coordinator of the Global Democracy Coalition and the Partners for Democracy Day.
