Desinformación, polarización y elecciones: así fue el diálogo internacional por la democracia.
En el marco del Festival Democracia, el diálogo internacional “Apoyo a la democracia en un nuevo orden global”, organizado por IDEA Internacional y el Instituto de Ciencia Política UC, reunió a destacadas voces del pensamiento político contemporáneo para reflexionar sobre los desafíos más urgentes que enfrenta la democracia en América Latina y el mundo.

Youth engagement is key for a healthy democracy. Young people are the future generations that will lead our democracies. They are also often amongst the most disengaged people of our societies. It is therefore a democratic imperative that parliaments actively promote meaningful youth engagement, if we are to strengthen our democracies into sustainable political systems.

This case study explores Sri Lanka’s approach to protecting elections since the current iteration of the Election Commission of Sri Lanka was constituted in 2015. It focuses on responses to natural and human-made disasters and elements of operational planning and disaster preparedness that the ECSL has formalized in cooperation with the government and other agencies.

This report presents the findings of a comprehensive social media monitoring effort conducted during Albania’s 2025 parliamentary election campaign. It assesses the digital behaviour of political actors across Facebook, Instagram and Google platforms, focusing on campaign visibility, advertising trends and compliance with the Code of Conduct on Digital Campaigns.

A decade after the adoption of the 2030 Agenda, the latest analysis by International IDEA shows a concerning outlook for SDG 5 (Gender Equality) and SDG 16 (Peace, Justice and Strong Institutions)—two critical enablers of the Sustainable Development Goals.

La actividad, titulada “Parlamento para una Gobernanza y Legislación Digital”, fue organizada por IDEA Internacional y la Cámara de Diputadas y Diputados de Chile, con apoyo de la Unión Europea. Durante dos días, en la sede del Congreso Nacional en Valparaíso, reunió a parlamentarias, parlamentarios, senadores, funcionarias y funcionarios del Congreso chileno, junto a expertos del Parlamento Europeo y autoridades nacionales. El encuentro tuvo como propósito intercambiar experiencias, compartir buenas prácticas y fortalecer las capacidades del Congreso frente a los desafíos legislativos y democráticos de la era digital.

Petitions and citizens’ initiatives (CIs) are the most prevalent participation tools offered by parliaments. They provide a formal mechanism for citizens to raise issues directly to decision-makers in parliament and government and they can enhance participation in democracy. 

This Guide provides an overview of the wide range of systems that exist across parliaments and identifies key questions to help parliaments consider which type of system best suits their context.

On 6 July 2025, the Parliament-Youth Engagement Forum was held at the Royal Thimphu College (RTC), bringing together around 57 participants. Among them were 29 Bhutanese youths from 10 schools across three districts. They were joined by parliamentarians, the Secretary General of the National Assembly, secretariat staff from the National Assembly and National Council secretariats, civil society representatives and media personnel.

El 6 de julio de 2025, se celebró el Foro de Participación entre el Parlamento y la Juventud en el Royal Thimphu College (RTC), que reunió a unos 57 participantes. Entre ellos se encontraban 29 jóvenes butaneses de 10 escuelas de tres distritos. A ellos se unieron parlamentarios, el Secretario General de la Asamblea Nacional, personal de las secretarías de la Asamblea Nacional y del Consejo Nacional, representantes de la sociedad civil y personal de los medios de comunicación.

Natalia Zuazo es politóloga, periodista y consultora especializada en política y tecnología. Asesora a gobiernos y organismos internacionales como UNESCO, donde es Consultora Senior en TICs e Inteligencia Artificial para América Latina. Dirige SALTO, una agencia tecno política, y ha liderado proyectos clave como PubliElectoral, que promovió la transparencia en la publicidad digital.
Formó parte de la capacitación de más de 15 mil periodistas y funcionarios en IA, derechos humanos y tecnología y coordinó el programa “Inteligencia Artificial y Estado de Derecho” en la región, para UNESCO. Participó en la creación de marcos regulatorios como la Recomendación de Ética en IA (UNESCO) y el proyecto de actualización de la Ley de Datos Personales en Argentina.
Es autora de libros influyentes como Guerras de Internet y Los Dueños de Internet, y ha trabajado con organizaciones como Access Now y Privacy International. Su enfoque combina comunicación, investigación y teoría crítica, abordando temas como desigualdad tecnológica y derechos digitales.
Recientemente Natalia acompañó al equipo de IDEA Internacional como facilitadora del taller Inteligencia Artificial para Actores Electorales que se realizó en Ciudad de Panamá, donde conversamos con ella sobre su visión a las implicaciones de la IA en nuestras democracias.

The International Institute for Democracy and Electoral Assistance (International IDEA), in partnership with the National Human Rights Commission (NHRC) and with support from the European Union, organised a week-long project management training for thirty-five (35) NHRC Commissioners and staff. 

This paper reviews a decade of progress on Sustainable Development Goals 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions), drawing on International IDEA’s Global State of Democracy Indices. While there have been modest gains in areas such as women’s parliamentary representation and gender equality, overall progress remains slow and uneven.

The Regional Dialogue on Gender and Inclusion for Electoral Management Bodies (EMBs) in the ECOWAS Region, held from 14–15 July 2025 in Dakar, Senegal, concluded with renewed commitment, clear roadmaps, and a shared vision to build inclusive electoral institutions that truly reflect the diversity of West African societies.

El documento ofrece un diagnóstico profundo sobre los desafíos que enfrenta la democracia en la era digital, centrando su análisis en la desinformación, la inteligencia artificial y la violencia digital.

Este documento de políticas analiza los principales desafíos que enfrentan las democracias contemporáneas en materia de integridad electoral, con especial énfasis en América Latina y el Caribe. En un contexto global marcado por la polarización, la desinformación, el debilitamiento institucional y la transformación digital, el informe destaca que la legitimidad democrática depende de elecciones auténticas, transparentes e inclusivas.

This policy paper examines the impact of artificial intelligence (AI) on information integrity in electoral contexts across Latin America. Drawing on case studies from Brazil’s and Mexico’s 2024 elections, it analyses how AI tools are used to create, curate and moderate political content online, with particular attention to their effects on marginalized groups such as women, Indigenous communities and LGBTQIA+ individuals.

En el marco de las actividades por su 30º aniversario, IDEA Internacional organizó el evento “Violencia de género en el ámbito digital: una mirada al contexto iberoamericano”, celebrado en la Casa de América, en Madrid. La actividad reunió a destacadas expertas del ámbito académico, institucional y de la sociedad civil para reflexionar sobre los desafíos que plantea la violencia digital contra las mujeres, especialmente en contextos políticos.

With a commitment to strengthening democracy and advancing gender equality, the ATENEA initiative, formed by the International Institute for Democracy and Electoral Assistance (International IDEA), the United Nations Development Programme (UNDP), and UN Women, with support from the Spanish Agency for International Development Cooperation (AECID), organized the Regional Dialogue “Strengthening Democracy and Gender Equality for the Prosperity and Well-being of the Region: Towards the Update of the ATENEA Political Parity Index.”
