On 4 April 2025, International IDEA facilitated a high-level working meeting in Chișinău between the Central Election Commission (CEC) of Ukraine and the Central Election Commission of the Republic of Moldova. The exchange was part of International IDEA’s continued support to electoral institutions in Eastern Europe, fostering dialogue, peer learning, and democratic resilience in times of significant regional challenges.
Chișinău, 2–3 April 2025 – As Ukraine looks ahead to organizing post-war elections, ensuring institutional resilience is more important than ever. In response to the Central Election Commission’s (CEC) strategic priority to institutionalize electoral risk and crisis management, International IDEA facilitated a two-day high-level workshop in Chișinău, Moldova.

Historically, conducting elections during wartime has been a rare and complex endeavor. While some countries have managed to hold elections despite active conflicts, most have chosen to postpone elections until conditions allow for a free, fair, and secure electoral process.
On 14 February 2025, International IDEA and the Finnish Ministry of Justice (MoJ) co-hosted the Protecting Elections Technical and Advisory Support Event in Helsinki. The event, organized as part of the Protecting Elections Project funded by the Government of Canada, focused on reinforcing Finland’s electoral integrity in the information environment through combating mis- and disinformation in elections.
Committed to the advancement and protection of democracy, the representatives from International IDEA’s 35 Member States gathered at the Swiss Mission to the European Union on 5 February 2025 to discuss a critical issue: how inclusion and human rights can support democratic resilience in an increasingly volatile world.
On 12-14 November 2024, the Secretary-General of International IDEA, Dr Kevin Casas-Zamora, alongside Sam van der Staak, Director for Europe; Jonathan Murphy, Head of the INTER PARES Programme; Yuliya Shypilova, Programme Manager for Elections and Parliamentary Strengthening; and Iryna Pushchyk, Programme Assistant; undertook a landmark mission to Ukraine.
In an environment dominated by fear and repression, the sham presidential elections scheduled for 26 January 2025 will once again strip Belarusians of their right to elect a legitimate leader and shape their democratic future. For nearly 30 years, elections in Belarus have failed to meet the standards of being free and fair.
Voter Turnout (VT) is determined by matching the total number of votes cast during an election against the total number of eligible voters. VT levels can be indicative of public attitudes and perceptions – high turnout can reflect high levels of interest and trust, while low VT can be a sign of disinterest or negative views of elections.

Elections are one of the most effective tools to counter democratic backsliding and regain momentum for democracy. However, if elections fail, democracy’s ability to recover and reboot falters. For this reason, competitive, inclusive, and transparent elections serve as a cornerstone of a functioning democracy.
On December 6, 2024, the European Social and Economic Committee (EESC) hosted a Policy discussion titled “Forging the European Democracy Shield: Expanding Scope, Deepening Impact, and Maximising Political Leverage” in collaboration with International IDEA, the European Partnership for Democracy and the Kofi Annan Foundation. Nearly 100 participants attended the event, including civil society, member states, EU institutions, academia, and media.
At the Council of Member States meeting convened on 6 December 2024, at International IDEA’s Headquarters in Stockholm and online, Luxembourg, represented by Ambassador Henri Schumacher, handed over the Chairship of the Council of Member States to Adrian Junker, the Ambassador of Switzerland. The Dominican Republic and Indonesia were elected as the new Vice Chairs. The term of the new troika runs until the next annual Council meeting in December 2025.
International IDEA and the Finnish Ministry of Justice co-hosted a Protecting Elections Capacity Development Workshop in Helsinki, Finland, from 25-27 November 2024. Following the success of the first workshop held in June 2024, this event continues the collaboration between International IDEA and the Ministry of Justice under the Protecting Elections project, which is funded by the Government of Canada.
